Hongkong, 25th. April, 1910.

We have the honour to inform you that on

the afternoon of the 23rd. instant, some of the Opium Merchants received advices from Canton to the effect that the Opium Bureau intended to levy a tax of six dollars on every ball of raw opium sold in Canton to commence from today. As the matter was urgent we took the liberty of wiring you on the 23rd.

We would therefore request you to be good enough to take the necessary steps to prevent the imposition of this illegal taxation, which, it is needless for us to say, will be detrimental to our trade should it be allowed to come

into force.
